A survey of the area between Arapahoe Avenue and Canyon Boulevard, bounded by 15th Street on the west and Folsom Street of the east. Three houses on Pine Street in the 2200 block and the 2400 block are also included. This report includes a history of the early development of Boulder, of the Grove/Goss neighborhood, biographical sketches of some early residents of that area of town, and a history of Blacks and race relations in Boulder.

The Municipal Building is an excellent example of the Internationl Style, as reflected in its flat roof, ribbons of windows, emphasis of volume, and the windowless expanse of stonework on the original entry bay.
